SHEILA A. CARTER, BA, MPA
BOARD CHAIR
Mrs. Sheila A Carter is a Delaware County Police Academy graduate, she also has a Bachelor degree in Liberal Studies and Master degree in Public Administration from Cheyney University. Mrs. Carter was the first female police officer in Darby Township, PA Serving 8 years in her home town while continuing to work as a Case Manager. Her experience as a police officer and degree helped her learned about the Criminal Justice system.
Mrs. Carter is President of her local NAACP chapter for over 10 years the largest Civil Rights
organization in the country. She served as President of the Darby Township Volunteer Fire Company. During this time she became a Certified PA State Fire Police Officer learning about emergency services.
Mrs. Carter is a former Manager and Rehabilitation Counselor working with people with
intellectual disabilities. She is currently a Constituent Service Advisor for PA State Representative Regina Young since 2020.
Mrs. Cater has also serve in the following positions: Board member, Friends of the Delaware County Women’s Commission. Member, Delaware County Women’s Democratic Party Two term Board member Southeast Delco School District board Board member PA NAACP Criminal Justice Reform Commission
